The state controls everything so you only get to see what the state wants you to see. There is absolutely no reliable way to insure that the person you think you are hiring is really who you think they are. This is a real issue for companies trying to hire Chinese citizens for positions requiring a security clearance.
The French do not consider criminal records to be public records and are therefore simply not available.
Since there is no way of finding out about criminal records on French citizens many employers are forced to assume all French applicants may have a criminal record but since they can’t determine what it is they just won’t hire French citizens.
If the French people gave more thought to this perhaps they would want to change their laws on this.

These countries issue a Certificate of Behavior. I t tells you that the person has, or doesn’t have a criminal record, but unfortunately for anemployer and an applicant it doesn’t tell you what the criminal record is!
Criminal records or the lack of them from Mexico are always suspect. While some states in Mexico are better than others and some are actually improving the quality of their records they are not totally reliable.
